Library Mission
Carnegie Free Library’s mission is to meet the educational, informational and recreational needs of the community. The library connects to a wide range of materials and resources available for lifelong learning, personal development and the pursuit of knowledge. One of the varieties of services offered is public access to the internet and other electronic resources.
Access
The Library recognizes that the Internet is a rich but regulated resource and that not all sources on the Internet provide information that is accurate, complete, current, legal, or philosophically acceptable to all citizens. Individual users assume the responsibility for determining the suitability on Internet content for themselves.
Patrons should be aware that the Internet contains offensive materials. The Library cannot block all material that may offend and therefore cannot be responsible for such material or information that is accessed. Since the library computers on which the public access the Internet are located in PUBLIC AREAS that must be shared by Library users of all ages and backgrounds, individuals are asked to consider this when accessing potentially controversial information and images. Users must agree to use resources for educational, informational and recreational purposes, not for illegal or unauthorized purposes. No sending, receiving, or displaying text or graphics which may reasonably be construed as obscene.
•You must sign in at the desk and have your library card scanned to access the computer.
•By signing the log you agree to follow the library rules and Pennsylvania rules of internet access. If you are found to not follow these rules you will lose your computer privileges.
•You must be a patron of good standing with no overdue library books or outstanding fines.
•Starting Sept 22 there will be a trial period that will allow THREE HOURS per day for computer use. If computer usage is heavy staff has the discretion to limit the time to one hour.
•Children under 14 must have a permission slip signed by the parent or legal guardian to use the computer without a parent present.
•The computers in The Gettys Room are for (18 years old and up). The computers in the Children’s room are for 12 and under.
•There is a 15 cent per page printing fee for black and white and a 50 cent per page for color.
All printing must be completed and paid for at least 15 minutes before closing.
•It is a felony offense in the state of Pennsylvania "to display or cause to display any ual material…on any…viewing screen in such manner that the display is visible…in any establishment where minors, as part of the general public, may be exposed to view all or any part of such materials." (Title 18 Penna. Crime Code - Sect. 5903). Therefore, viewing of such materials in the Library will not be permitted. Violation of this provision may result in the immediate termination of Internet privileges.

• (1) The Commonwealth has a compelling interest and duty to protect children from exposure to obscenity, ography and other material that is harmful to minors.
• (2) The Commonwealth has a compelling interest in preventing any user from accessing obscene material and ography within a public school or public library setting.
• (3) There is a need to balance the goal of providing free access to educationally suitable information sources on the Internet against the compelling need and duty to protect children from contact with sexual predators and from access to obscene material, ography and material harmful to children.
